Can I send a layout of parts I want in a computer I want built?

I just found this website from a forum where people were asking about where to go if they wanted to pay for someone to assemble their computer for them.  Can I give a set of components I want in a computer and then pay for each individual part, as well as the fee for them to build a computer with all the components in it?
