Bluetooth Sound Quality Issue

I am having an issue with bluetooth on my PC. These are my specs:

I have no issue connecting to my bluetooth headset. The problem is, that once it's connected, the sound quality is really choppy when listening to web videos and listening on Skype produces nothing but extreme static when voices are supposed to be heard. I've uninstalled and reinstalled my bluetooth drivers and tried more than one headset. Not sure what else to try.

Not near a wireless router. That does not seem to be the problem. I can sit in the same location and use bluetooth on my phone without a problem. 

I have tried using more than one headset and the one I'm trying to use now works like a dream on my phone. Any other ideas?
